I agree im lvl29 and had 600 or 700 more defense than some of the low level players in the banner, yet they can take you out just as quick as you can take them out. I thought that my 100 hours of grinding for good shit would matter in the banner. But apparently you can turn up at lvl5 with white weapons and not be at a disadvantage.
