Whats most likely is they just expanded the ranges a little bit.
For example, if normally they keep everyone between 150 and 180 health, in normal crucible, IB probably expands that range from 130 to 200
If they did something similar with the weapon damage values, the difference is probably only enough to make you take an additional 3 or so shots to be killed by a lower level player
Its not something that would be easy to pick up on at first glance playing online
This is another instance where it would help to have private matches to test stuff
