Wrong, low impact takes plenty if bullets to take down someone, my Atheons epilogue can take close to 20 bullets to take someone down. Also, if he was using a lvl 1 gun and lvl 4, it should be quite hard to get all those killing blows.
Edit: if armor matters ( like bungie stated ) why is he not getting 1 shot?
