Power matters in regular crucible too. Even though damage and armor is normalized (albeit not that much different from iron banner), weapon and armor attributes make all the difference.
For example:
Player 1 has luck in the chamber for his hand cannon
Player 2 has an identical gun but does not have a weapon mod.
Both players land headshots but player 1 wins bc of gear bonuses.
This scenario happens in both crucible and iron banner.
Unless the stats make a SIGNIFICANT difference, which they don't atm, then a player has no reason to play iron banner over crucible unless they really want ib gear.
I play iron banner bc players are generally better in this playlist, not for my insane warlock glove reward.
Hope that bungie considers a slight bump in how stats make a difference.
