Part of it is likely the general relationship between Attack and damage - specifically, that Attack can't actually increase your damage; the real effect of Attack is to [i]prevent your damage from being reduced[/i]. So having a higher Attack is increasing the damage you deal, but only to a point. Or, in other words, "working as intended" may not look like you think it does.
