Bungie explicitly stated "level advantages turned on". They didn't say "kinda sorta on" Or "mildly on"
I'll put it to you this way, what happens in PvE when a level 4 character goes up against AI with "??" representative of their level? That's right, they're obliterated, regardless of the skill level of that particular AI. That's what should happen in Iron Banner.
