I think you're kinda missing the point. A level 4's defense and attack stats are no where near what a player in the 20's are. Yet he walks in and wrecks havoc. And according to bungie, the iron banner is "not a level playing field" where high end gear gives a very strong advantage. According to this, it's glorified reg crucible.
