This is how you'd hope that it works. However, after spending a couple of hours shooting people with a brand new Titan using the starting Khvostov for 19 damage a hit, I can say it takes about the same amount of shots to kill a level 29 in Iron Banner as it does when I use my lvl 27 Warlock with a Suros Regime.
