Although I understand what you're saying, this game type was meant to be for higher level players only. It's a bit like saying, why can't level 4's play the VoG on Hard. It is meant to be played by Levels above 28. If you are not above 28 then you can't do the Raid. Same with Iron Banner. If you aren't a high enough level, you will get owned.
