This should not be complicated. If they want it to work as advertised, a level 5 player going into IB should be like a level 5 player going down to face those Hallowed Knights in the tunnels near where you spawn in the Cosmodrome at the beginning of the game . In short, it should be limited to those people who have pushed their gear to the limit. I really don't think we need 500+ posts to "debate" this.
