if you think of each planet having its own story line and not pay attention to the speaker stranger or queen then it all makes sense
rasputin story for earth
oryx for moon
VoG lore with vex for venus/mecury
the cabal and black garden are mars seem to be supportive but wont be surprised if the cannon is made into a more significant feature later on

I don't know why but to me the cabal just seemed really unimportant and weak ability wise after meeting the vex. I'm mean super advanced space-time traveling robots. Sorry cabal, you guys may have seemed more important if you introduced yourself before the vex.

Yea that's what it looks like, but Rasputin spread himself around the solar system on one of the Mars Missions. Most likely still planning to take down the darkness somehow.
