Yes I just got it earlier. I am almost positive you have to achieve rank 3 in the iron banner and that there are other factors of gameplay to get it. I'm not certain on that but I just happened to get it when I had most kills, captures, and points, as well as my team winning. Also to note even after rank 3 I was wearing the class item, rank 3 shader, and rank 3 emblem (don't know if this factors in or not) it Is in the game. I hope this can somewhat help. Good luck!
