I think there should be at LEAST three full sets of armor that will get you to level 30. There should be the raid set (PVE), a crucible set (PVP), iron banner set would have been awesome. And one other set that can be found either through PVE or PVP. But that set is hella rare. That way everybody can hit 30 playing however they want.
