From a fellow titan, play as a warlock or hunter for a bit you'll notice a pretty big difference between the amount of damage you take and the gap gets bigger as you level up so I think (if Bungie doesn't -blam!- this up to make the game "fair") by the time the level cap has gone up there will be a significant difference in the armor rating between a titan and anyone else
