I've seen this suggestion everywhere, but something nags me about it. It breaks the continuity of the world. They've gone out of their way to integrate crucible into the worldbuilding, why should a weapon behave differently in the crucible than in the rest of the world? Maybe Lord Shax could issue an edict that requires the gear used in the crucible to meet certain qualifications, but that would ruin the "training grounds" aspect of the crucible.
Another (terrible) option is to allow only crucible gear to be used in the crucible. This sucks because you then have to keep track of multiple sets of gear, or just use the nerfed crucible gear all the time.
I find this dilemma rather amusing because of the the multitude of competing factions: hardcore pve grinders, crucible champions, casuals on both sides, as well as those lucky few who have enough time to do everything. One might also add the whiners who want to be OP without the grind, as they tend to be rather loud.

Edited by C0LL0C0: 10/15/2014 8:25:13 PMIt already behaves diffrently in pvp then pve. no two guns(one exotic and one common of the same kind) do any diffrent damage in pvp. So your point is broken, like the VM was.

Never heard the "cruicible weapons only" idea, sounds gross. Arnt the gear stats already nerfed to a certain extent between PVE and the PVP though? Honestly, the only reasonable option I've come across to make atleast most people happy in this community to balance PVP and make rewards for PVE worth it so far, is to seperate the weapon stats between the two gameplay styles. Shax can change the rules of the Cruicible anytime he wants, he owns it after all :p.
