It's not suppose to be fair when there's RPG elements to a game. That's why there's common, uncommon, rare, legendary and exotic gear and weapons. Why would they all of a sudden make the game fair if it wasn't suppose to be in the first place. If you wanted to get good gear and weapons to be up to par with all the other players just keep playing until you get it.
