Agreed.
Despite the effort to populate this world with enemies that magically remain bulletproof enough to provide solid targets from level 1 through level 30, it's a distractingly static sort of place once you've been through it a handful of times.
Something like the suggestions here from OperaCookies would be a welcome start to making this world breathe.
Personally I'd like to see players in the shared world combat areas segregated according to the chapter of the story they have completed, and experiencing different degrees and patterns of enemy activity. Once you've broken the siege and saved the universe from the Big Bad, you shouldn't be tripping over his trifling minions all over again each time you open the drawbridge. Something else should be happening around you.
