Except the fast reload doesnt do jack with any end game arm pieces that increase special reload speed. It hits a speed cap without the speed reload perk, and so the perk is just dead weight.

I use perfect balance so the change was irrelevant to myself.

It already has fast reload. The fast reload perk is pointless and stupid.
