The naked classes are balanced.
Their gear is not.
Also you are comparing slightly different things.

Why is the perks on the armor a game changer compared to the perks you can pick? Everything can affect how you play, including your abilities yourself. I just have a hard time figuring out what the big deal is.. Locks get armor perks that others don't, and vice versa
