It is manifestly obvious that Bungie put less effort into the warlock class than the other two classes. Gear is seriously imbalanced, and warlocks have basically been overlooked when Bungie was creating armour in this game. Armour for titans and hunters have been created with good balance between these two classes, yet with no counterpart available for locks.
Clearly, very few Bungie devs and managers play lock. Who can blame them? They are at a great disadvantage. If Bungie staff rolled lock characters, they'd be aware of the issues and would have addressed these huge imbalances before tweaking weapons by 1%.
