there are many reasons why a lot of the content could have been cut, including to make more money (which has becoming a more common thing now a days with rising costs) like the guy in the first video pointed out, "graphic difference", the game was in development for a good few years where as X1 and PS4 have only been around for about a year with the game being advertised sometime the same year and lets face it their specs are lacking, they could have left those things as PC only extras when they ported to console but then you would have a number of complaints and arguments then you have the good old change of mind, "we can't do this so lets do this" or "i think this would be better" thing is at the end of the day if people decide to buy the DLC then it's up to them, some people just generally don't care or have money to burn, besides the point it is others hard work and trust me game design is not easy, any way i'm off to bed
