I personally believe it's a little of both. What they have done with dlc, well, tbh, that's to be expected nowadays. It's very wrong, but it's a good business strategy. It's a cold world, and all that matters to them is money.
But just because it was in the trailers doesn't mean it was finished content. It's pretty easy to whip up 5 seconds of animation on a landscape you already have drawn up to make it look pretty.
Like I said, I think it's both. The dlc shit, that's just the world we live in man. Gaming is no longer the niche community that it once was. The xbox one was produced to pull in a much larger market than any gaming console before it (tv pass through and what not). They've finally realized the business potential of gaming, and they're going to milk it for everything it's got.
