While you make good points, the OP's points are valid more often then not. The raid with even 3 or 4 people who have never done it can easily be run in 2 or less hours. The idea is that most people wanna get it done in one run, while others don't have that time. If you don't have that, maybe post on the forums somewhere that you're forming a group that'll do it over a few days to find like minded people?
As for the mic part, there is next to no excuse for not having one, since almost every console has a mic that comes with it. Given, in some cases someone won't have it, and it's not a problem for some, I personally find it much easier to call things out (they can set it up to hear my voice through their speakers if needed). The waving, while effective, requires extra actions that shouldn't really be needed. Not everyone has to talk, I have a regular in my group who says nothing, but listens the entire time and performs near flawlessly.
My point is, there are some cases where you are right, but with most groups that are mostly randoms, the OP's rules are definitely required.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
