Not absolutely outshine them, but they are supposed to outclass them... Hence why you can only have one equipped at a time, and why they're harder to obtain; for balancing. Same goes for the armour.
Exotics are the very top tier and legendaries are 2nd top, meaning Exotics > Legendaries
