It's a cool idea that only players who work hard and united in something like the raid get the max level but there are some problems with it. I've played the raid a few times and so far I've got the curiass and gauntlets, this was all well and good until I looked at the abilities. I'm a hunter, for PVE I use Lord High Fixer, Icebreaker and Unfrienfly Giant. The problem here is that the gauntlets and curiass have traits that improve the ammo capacity and reload speed of secondary weapons. Since I use the icebreaker these traits are completely useless for me and I'm torn between level 30 and having abilities that suit my weapons and play-style.
I shouldn't have to make that decision, the game should be made so that I can reach the highest level with any play-style or weapon set-up. My suggestion is to make the traits for raid gear completely random, aside from the vex/VoG specific upgrades, this not only solves the above problem but it also encourages people to do the raid again so that they can find raid gear with better/more suitable upgrades for their class. Another solution would be to make other sources of level 30 gear that get random traits, or the ability to upgrade the light level of current legendary armour which has random traits already.
Thoughts everyone?
Sidenote - Exotic gear having specific upgrades works fine, they might become a bit op if you could mix and match the upgrades.
Sidenote 2 - Yes, the chestpieces have one stat that is random, all the others are fixed.

I got one armor 3 times out of the raid and every armor has other perks. So it's not impossible to get the armor for your play style. It only take much time and even more luck.

Word is the next raid will allow you to upgrade beyond 30. So once you have beaten raid on hard switch to the gear that suites you.

The only reason to be 30 is to make the raid on 30 a bit easier. Just hang on to the gear you like and run around with that and be lvl29. It would be nice to be able to change it or have it be random attributes each drop but it's not really needed in my opinion.
