While that may be true...
1. How can you feel confidant in saying that when you don't even know me, what if it had turned out that you were wrong?
2. I am an aspiring game designer and have been researching what type of processes developers go through for quite a while now so I at least have some clue as to what it's like.
3. That still doesn't answer my question. I'm not saying that he can't possibility know, I legitimately want an answer.

I can imagine what they're going through balancing weapons but it doesn't take a month to balance two weapons.

I disagree. Unless you have 1st hand knowledge of exactly what's going on in their office there is no way you can accurately claim that they should have completed any given project by a certain date if they haven't given a specific release date. I'm not saying it should or shouldn't be ready yet, but it's foolish to make assumptions about people and events you don't have any real knowledge of. Can't we all just be happy that they've acknowledged the problem and intend to fix it?

Here's a thought. Let's pretend the PR team spoke out if turn before consulting with the engineering team. Let's also pretend that the engineering team was already working on a priority project or two. I can tell you where that extra project would go (to the bottom of my list). The blazing "nerf" to said weapons was probably executed by an executive doing damage control. Aka the boss said fix it now. People changes can take time. It takes my company a week just to order bolts. Also you can not possibly know the priority of a change unless you work there. Please think before you rant.
