Why? It make take a day to fix a glitch, maybe a week to find the right balance for weapon buffs/nerfs, but it can take weeks of delay to get it though to consoles because of the systems Microsoft and Sony have in place. Any last minute changes get put in the back of the line of updates already in a queue. Sometimes there are problems with the queue so it takes longer, or something gets delayed because new priorities are found. Overall the process is much more complex than it seems.

Why - because bungie brought it up in the dev notes over a month ago with no update or fix to this date. Nerfing and Buffing of 2 COMPLETE weapon types across the board is not a little change. Bungie keeps announcing new changes coming to other aspects of the game but have not addressed this one that is already supposed to be in progress/done. The OP could have probably lived with at least an update in the dev notes or weekly update (ex. "bad juju/ thorn update in progress").
