As a software developer myself, I don't understand your logic. Unless you have familiarity with how Destiny is designed and architected from a software standpoint, it would seem impossible to make blanket classifications of what is "simple", vs. "not simple".

I'm referring to efficiency in coding time. "Simple" would produce the greatest amount of content with the least effort, using resources of already developed coding. Just enough to satisfy the need for high end content, without halting current projects timelines. Where as "Not simple" would be things that require a "Start from scratch" concept of creation.
