For the players to be interested in playing the content needs to be immersive and a new experience. By adding this and increasing the level cap you keep the maxed players on and they don't get bored. That being said, Bungie decides to charge $20, players stop playing because the invertebrates gives a smaller return, it is restrictive given it will cause problems between expanded and non expanded players. Because of this players will stop playing, like they stated Halo MCC comes out, Far Cry 4 come out, and several others. So the $20 is just ensuring that your best players will leave. Making it free will keep you user counts up and your activity higher during the times of new games releases.
