Different. Tomb Raider has been announced prior so everyone knows. If the company start taking your preorder by asking you to place deposit, then told you a month before release the the PS platform edition is coming out one year later, then you'll probably be pissed too.

Yes they did, look at the E3 videos. Sony said that they would get stuff 1st even with expansions.
