Have you been to the vex citadel, or kings watch, or even the traitor's ketch? There is clearly some content that was removed

Yes I have. And no it does not mean content was removed - that's an assumption. You could just as easily say that the content wasn't finished enough to be fully added, and that they left the levels on disc to decrease patch size. There's NO proof, not to mention the fact that this is entirely NOT uncommon practice in game development.
