No its not Activision.
Bungie had and still has 100% control of the Destiny Franchise.
Activision is just funding them.
Go online and read the full contract.
Bungie have a 4 game contract with Activision, but Bungie fully owns all 4 games, has complete control of their IP
You cannot blame Activision for this, its all bungie.
