Even before releasing Destiny, bungie knew that they were gonna release an expansion. So they knew they had to be prepared for it, and had to make time to make more content.

They did work on the content...hence the "hidden" maps that people glitch into

Well then since they had time this expansions should include a new map.

It does include new maps. The new raid map...strike map...crucible map...etc

Obviously. Clearly they started on the content (since they finished some of the maps) but they didnt finish the script yet. You know, the difficult part.
