I wouldn't call this an expansion. If it actually had new exploitable locations and more than 1 new NPC and more than 2 (at most) strikes then it would reach the standards of what is typically called an expansion. This is what is usually called an "add-on". It's just tacking on some extra content but really isn't changing much about the presentation or experience and the negative aspects that people were hoping the DLC would address.
