How is matchmaking any different than meeting strangers in the tower to ask to play? The only difference is it would save people a lot of time trying to gather that last random person or two for the vault... Nightfalls.. Etc. I have met plenty of people this way.. Yes.. But I would have met them just the same if they were just playing in my game to begin with.
