Lol Bungie put in work for this game after H3 so i highly highly doubt that this game is anywhere near close to being Bungies fault. I'd give it an 80A-20B fault split along with their being no skill gap needed to play which idk if bungie wanted to put out a vanilla pvp game but my guess is they wanted some amount of skill gap too and Activision screwed that over too

Its both theyre fault, bungie accepted the offer because they got greedy with 500$ million, there other publishers who are willing to publish a bungie game but noooo, bungie wanted more money, and then once they accepted activision screw it up but bungie doesnt have the guts to say no
