They need Iron Banner at the same time so that people will buy the DLC for the advantage of level 32.

it would also give PvP players a fair share of content, as the maps are all they really have to look forward to in the Expansion. would also like to see how the new maps hold up. I have a feeling that the one in the ritual chamber will be another "shotgun wedding"..
