The dark below's whole story had only started to be made and developed in the past 3 months and they are still working on it. Also the lead director said, while being interviewed by Eurogamer, only parts of the map had been created ahead of launch to minimise download times as well as that from the feedback they got from the original story, they are taking making the dlc wit a whole new different approach. He also made clear that bungie knows that it was not the best story they could have made and that they should have spent more time adding to the playable areas. I forgot who said this but they said "destiny is not a game but a platform, which over time, is going to be built upon. As i said before i don't know his name but something i do know is that destiny is no where near finished game since it is meant to last around 2 and a half years until the next one so in between that time they are going to continuously develop and improve the game.
I hope this makes you userstand that bungie is not just trying to drain you of your money and that although the structure of the dlc had already been created to minimise downloads, everything including the loot, most of the enemies and the story are still under deep development and testing.
