Actually, most developers build parts of their future DLCs into the base game after they've finished producing the base story in order to make coding and downloading easier. That's why DLCs are only a handful of GB instead of a dozen or more. So not 100% of businesses release incremental DLCs to milk money. Developers have been doing it since around 2010, mate. I don't think you're privy to the manufacturing process for businesses.

I'm privy to it cause I can see how foolish it was to implement that sort of business model for this game...this awful awful game. And you'll see it too when no one buys this garbage and the game fades from memory cause of it.
