It is their game, not ours. Obviously there was some sort of decision made in which a totally random loot system was decided upon. Likely it was put into place because of the lottery-effect. You feel as though you have a chance to win, and therefore feel compelled to play more. Although a very annoying choice of system, it is extremely effective at keeping people glued to their tv's. And although level 20 can take 8 hours, it likely will take more for the majority of the players, and there is much much more end content available. Yes, the game is a grind. But I have had fun grinding away.
