Call up Xbox support and demand a refund.It can happen.They refunded people on the Battlefield 4 season pass when that game tanked. I'm sure if enough people do it,and if done before the DLC comes out,they will refund people. Luckily for me I didn't buy the expansion pass already,I was waiting for the DLC to be closer to release.Boy am I glad I waited because I won't be buying it now.I'll save my money and put it towards something where I actually get what I'm paying for.
