Actually that part doesn't surprise or disappoint me almost every game with dlc had at least part of the expansion on disk. It's called partial design. Even in this game there isn't anything to do (beyond 3 dead ghosts to find WOO!) but the level design is there more then likely to help with download speeds when the pass comes out.
