There is a difference between DLC and content being locked away on the disc.
If this was regular DLC that was never there until after being installed I would be fine with it.
Let me sell you a fast food meal.
Then, when you come back for the meal you see there are no fries there and I tell you they will be extra just because I want to charge you again for them.
How happy would you be?

I guess you completely missed his point about CoD and other games. How do you know they aren't "on disc" if they aren't open world games with areas that can be glitched into? I see nothing wrong with the basic infrastructure of the dlc already being in place. These areas are clearly not finished. You will still have to download much of what is going to be there

Because people in programming and game development haven't ripped open the content and found where it is on the disc? Is it that hard for you to understand?
