The guns bought from Vanguard are not as good as exotics and are expensive, especially with the 100 mark cap. Having the tier system would allow lucky people like you to feel like they have earned a special weapon for their efforts and this weapon will not be seen everywhere. Its a true show of what someone has accomplished rather than being easily bought. All the while, this system would still be providing the unlucky folks with the chance to buy decent gear.
