New raid will probably be a level 30, level 32 hard mode, so add two to the minimum levels for the current raid and you get the probable new minimums.
Tower and matchmaking voice will help with the raid finding but just use the LFG website, you'll get a clear ASAP.

There's an actual website where people look for groups (forget the URL, just google "destiny looking for group). That site and the public events site are very useful.
