Will the expansion allow us to move beyond rank 29 without participating in the raids?

I'm pretty sure that new vendor will be selling level 30 gear which I need because bungie basically said "no" every time I want to get something from the raid :|

Hah. Know the feeling. Opening a raid chest and getting spirit balls is rather frustrating.

No no no, what's frustrating is carrying your friend's level 25 brother through the raid, opening a raid chest, and watching him get the suros regime... I've done the raid 20+ times and never gotten an exotic lol
