It's a very old saying. Kewpie dolls were cheap toys you could win at a fair or carnival. What, does no one study early twentieth century Americana?

We have not this toy in french carnivals ^^

That would explain it. Although, you'd probably be hard pressed to find many people on this forum that actually know what Kewpies are or were.
