Let's make this totally clear. Activision is behind Destiny. There is NO chance that they will refund the people that bought limited/collectors edition and make the DLC free to those who haven't bought it already. I like this game, but I honestly believe that if it wants to keep its playerbase it has to do a FFXIV ARR.
