I like it, but wouldn't New Monarchy want to be closer to the city?
Maybe swap it with the Vanguard and that would be pretty neat.

Yea but the vanguard is the ones who defend the city so in case the city gets attacked the vanguard can quickly stop them, they're numbers would be stretched across planets and would be difficult to defend the city.
