Public event captains. Almost impossible to do solo because they run so much and always hide and if you dont damage them for 3 seconds they instantly have full shield back.
You need a perfect chain of heavy, special and grenades with an open space to consistently kill them without a helper with you. So stupid.

When I'm in mothyard and I'm alone and i see a public event, and it's eliminate a target, I just continue along as of nothing ever happen.

These guys are supermen. You need lots of guardians to take them down.

You can kill them solo if you drop the shields with heavy ammo and throw a grenade so they crouch down, then chain sniper headshots to keep them staggered. It all has to go perfrct though or they run and get shields back instantly.
